Thomas Carney becomes Second Kansas Governor

Thomas Carney, "The War Governor," takes office as the second governor of the State of Kansas. A successful mercantile businessman, Governor Carney loans significant amounts of money to the state to maintain its budget and a standing militia, before leaving office on January 9, 1865.
