William Fowler, Provost Marshal for the 7th District of Missouri, in St. Joseph, Missouri. Alexander instructs Fowler not to enroll anyone who is "in the Rebel service." He adds that if any such men have been enrolled, their names must be stricken from the enrollment lists.

Description: On September 1, 1863, Col. E.B. Alexander, Acting Assistant Provost Marshal General in St. Louis, writes to Capt. William Fowler, Provost Marshal for the 7th District of Missouri, in St. Joseph, Missouri. Alexander instructs Fowler that deserters from "the Rebel Army" who are drafted will not be forced to serve against the Confederates. Instead, they should be given another military duty or discharged from the service.

Description: These are General Orders from the Headquarters of the Recruiting Service of Missouri Volunteers at the Office of the Acting Provost Marshal General for Missouri. They instruct all District Provost Marshals of Missouri to submit weekly reports of the number of recruits enlisted in their districts, and to provide transportation for recruits. They also instruct Enrolling Officers to make weekly reports and to bring their recruits to the Surgeon of the Board of Enrollment for examination. The orders are dated November 23, 1863 and signed by E.G. Bush, Captain of the 10th U.S. Infantry.

Description: On July 18, 1864, Col. E.B. Alexander, Acting Assistant Provost Marshal General in St. Louis, writes to Capt. William Fowler, Provost Marshal for the 7th District of Missouri, in St. Joseph, Missouri. Alexander reports that he received instructions from the Provost Marshal General's Office that black soldiers should now receive the same pay bounties as whites, and therefore may be "accepted as substitutes for whites."

Alexander copies the text of a communication he received from the Provost Marshal General, stating that only free blacks, and not slaves, may be enrolled in the U.S. service.

Alexander informs Comingo that "Recruiting Agents appointed by the Provost Marshal General have nothing to do with the Enlistment of slaves." He refers Comingo to Col. J. Broadhead, in the Department of the Provost Marshal General, for information on that subject.

Description: On December 15, 1863, Col. E.B. Alexander, Acting Assistant Provost Marshal General in St. Louis, writes to Capt. A. Comingo, Provost Marshal for the 6th District of Missouri, in Lexington, Missouri. Alexander sends Comingo the text of a telegram he received that day from Provost Marshal General James B. Fry: "Enlisted men on detailed service as recruiting parties are entitled to the premium of fifteen (15) and twenty five (25) Dollars as referred to." Alexander instructs Comingo to inform the appropriate persons in his district.
